MAY 8, 2008 COUNCIL MEETING MINUTES

Minutes of the regular meeting of the Edwardsville Borough Council held on Thursday, May 8, 2008. President Hankey called the meeting to order at 7:00P.M.

Motion by Mr. Stochla sec Mrs. Zaneski to dispense reading minutes of meetings held April 10, 2008.Motion carried.

GRANTS - REVITALIZATION

Motion by Mrs. Zaneski sec Mr. Stochla authorization received from Luzerne County Community Development to use $50,000 of 100,000 grant for street paving.               Motion carried.

Mrs. Zaneski reported meeting with Andy Reilly, John Kane and Paul Keating from Kingston concerning the use of the money for demolition project in the borough. Committee of six peoples with representatives of Edwardsville and Kingston. Two public officials, one each from Edwardsville and Kingston. Citizens could be either residents or interested business owners. The county suggested both municipalities make their appointments at the same time stated Mrs. Zaneski.

Mrs. Zaneski said the grant from Sen. Musto for two ambulance doors is expected in the near future.

POLICE

Motion by Mr. Sowcik sec Mr. Drust the hiring of Steve Bekanich and Kimberly Johnson as part time police officers @ $10.55 per hour effective May 8, 2008.               Motion carried.

Mr. Sowcik thanked the District Attorney Office, State Police and our own Police department on the arrest of three people concerning the Peter Lach homicide. Also, we have put together a flyer in regards to do's and don'ts around the community stated Mr. Sowcik.

Mayor Dubaskas received a letter from District Attorney in support of the DARE program and will continue to support our program.

The borough has the only two DARE officers in the county. To run and operate these programs, Mayor Dubaskas said money is needed and we have been getting donations from individuals and business owners.

FIRE

Mr. Nareski reported that minor repairs were made to the ladder truck. In the next few weeks we will start working on the Firemen's contract.

STREET DEPARTMENT-SANITARY-STORM SEWER

Mr. Stochla reported the Landfill Board held thier meeting with eight members attending. Right now the board is searching to the mount of debit the landfill has. Also, some 200 acres make up the landfill with only 16 acres used for dumping. All the land is located in Plymouth Twp.

Mr. Stochla informed council the new dump truck has arrived, however, our other dump truck is (in)need of some repairs. Also, the camera was used on Tobin Lane sewer line. I will have more on the funding of the roads at the next work session.

PARKS-RECREATION

Mrs. Zaneski reported the Cub Scouts cleaned up Veterans Park. Thanked then street department for picking up the bags. Weather permitting the footer for the refreshment stand is scheduled to be put in.
 

PUBLIC PROPERTY

Mrs. Zaneski reported the elevator is out of order.

Manager Szalkowski said it was looked at twice, having a problem getting in touch with our contact that makes the repairs.

BUILDING-PLANNING-CODE ENFORCEMENT

Mr. Drust said that letters have been sent out concerning the Zuk property. This will be followed with a citation, stated Mr. Drust.
 

JUNIOR COUNCIL

Miss Healey and Miss Margavage have been taking pictures of buildings on Main Street. This is in connection with the Main Street Revitalization Program.

NEW BUSINESS

Mrs. Zaneski informed council that the Edwardsville Lions Club would be conducting the Memorial Day program on May 26th. The parade will start at 10 a.m. from Lowe's and invited all of council to attend. Guest speaker for this year's program will be Senator Musto.

Mrs. Zaneski asked if we ever had a crime watch. Council discussed this at length. Mr. Hankey said in the past there was talking of starting one but it never worked out. There were times when politics and personal issues were involved.

Motion by Mr. Stochla sec Mrs. Zaneski to pay bills.                  Motion carried.

Motion by Mr. Stochla sec Mr. Sowcik to adjourn to executive session for personnel issues.
